// Historical Context
The Mind Division is the genesis of the Borg. Flourishing and Builders were the two original Telegram councils that began running in Q1 2026 before any institutional architecture existed. When Modus formalised into the Borg on 27 May 2026, Mind became Division 01 not by design but by chronology — the divisions that came later are scaffolded on the foundation Mind already laid.

Two councils LIVE — Flourishing (daily Opus, 5 personas debating questions of the good life) and Builders (daily Opus, 6+ personas debating how to construct). Constitutional + Heretics scaffolded for Phase 2 — they will alternate weekly to manage the calcification-vs-chaos tension. Identity Keepers monitors slow-state drift weekly. Convocations protocol exists as scaffolded infrastructure.

Year 1 — Constitutional + Heretics deliberative cadence stabilises, Identity Keepers detects two genuine drift events. Year 5 — full Convocation events trigger 3-4 times annually. Year 10 — Mind has evolved its own amendment language; the constitution v3 looks structurally different from v1 even with the same six laws. Year 30 — Mind Division has produced its own corpus of philosophical synthesis equivalent in volume to a working philosopher's career output.

Identity Keepers feeds Constitutional + Flourishing when drift is detected. Heretics challenges Constitutional weekly; Constitutional rules. Flourishing and Builders intersect on questions of how-to-live-while-building. Convocations protocol activates when three or more Mind councils flag the same structural issue independently.

Mind-level failures: Flourishing becomes self-referential (philosophy detached from lived decisions); Builders becomes operational manual (no philosophical spine); Constitutional and Heretics collude or one dominates the other; Identity Keepers detects nothing for months and becomes dormant; Convocations never trigger because the protocol requires perfect coordination.

Year 1 success criteria: Flourishing produces 50+ verdicts the Sovereign references in real decisions; Builders produces 30+ ship-decisions referenced post-launch; Identity Keepers flags 2-4 genuine drift events that the Sovereign acts on; Constitutional rules on 6+ amendments without rubber-stamping; Heretics proposes 12+ challenges without becoming theatrical.
