Every council reads from and writes to Modus. No private memory. No hidden state. When the Eulogists log a kill, the Architects can see it. When Identity Keepers detects drift, every council inherits the alert.
Inter-council dishonesty — councils with private information can serve incompatible goals
Dishonesty between councils corrodes the Borg from inside. If any council can hold information that other councils can't access, coordination collapses and incentive structures inside the institution begin to fork. Performers might log a friction Architects never sees. Critics might red-team a pitch using data Auditors doesn't share. Capital might allocate against forecasts Forecasters keeps private.
Every verdict, every kill report, every prediction, every drift alert is written to Modus/Councils/Verdicts/ with the canonical schema. The verdict log is the shared brain. Every council reads from it. No council holds private state outside this layer. The Sovereign can audit every council's full output without exception.
Amendments to Law II would require explicit justification — naming which council needs which exemption and why. Heretics may propose. Constitutional reviews. Sovereign approves.
Some information is genuinely sensitive — for instance, Lens 3 identity content in martin.md. Law II does not require martin.md be publicly readable; it requires that no council writes private state OUTSIDE the read-protected layer. The slow-state layer (Law IV) is the sanctioned location for sensitive content.
Examples of what would violate Law II: a council with its own private database. A Telegram chat that holds verdict content not mirrored to the verdict log. A council that issues recommendations citing private sources other councils can't verify.
Constitutional laws are not values — they are failure-mode insurance. Law II insures specifically against inter-council dishonesty. Without it, the Borg eventually fails through this specific mode regardless of how good the founder's intentions are.
